For a period of 12 weeks from a local market unit being put on the market for sale, it can only be sold to a person deemed to be a Local Resident.
Local Resident means a person who meets any of the following criteria in order of descending priority:- A person who
A. Is and has been resident of the Parish of Walgrave, Holcot, Old or Hannington for a period of at least 12 months.
B. Has been resident of the Parish of Walgrave, Holcot, Old or Hannington for at least three years out of the proceeding five years.
C. Has been resident of the Parish of Walgrave, Holcot, Old or Hannington for at least five years out of the proceeding ten years.
D. Is permanently employed or has an offer of permanent employment in the Parish of Walgrave, Holcot, Old or Hannington.
E. Is temporarily employed or has an offer for temporary employment in the Parish of Walgrave, Holcot, Old or Hannington.
F. Is a person who has a Close Relative currently living in the Parish of Walgrave, Holcot, Old or Hannington.
In the event that a local market unit is continuously marketed to Local Residents for a period of not less than 12 weeks but remains unsold, the local market unit can be offered for sale or rent at a price not greater than the maximum price to any purchaser regardless of whether they are a Local Resident.
On subsequent sales of each local market unit, the above procedures also apply i.e. the dwelling can only be sold to a Local Resident for the first 12 weeks of the property coming onto the market.
The local market unit must be marketed at the Maximum price which is the average of 2 independent valuations undertaken by suitably qualified valuers.
A similar procedure is applicable to lettings of local market units i.e. for the first 12 weeks of the property being marketed as available to let, it can only be let to a Local Resident. Thereafter, if the property remains un-let it can be let to anybody irrespective of whether they are a Local Resident.
